This chapter appears in a major international handbook, which is also available on CD-ROM. It is a new version of a `state-of-the-art review paper prepared for the International Institute for Educational Planning (IIEP) of UNESCO. In October 2003, IIEP organised an Experts Meeting on The Reform and Governance of Public Technical and Vocational Education Institutions. Ten experts, from Australia, France, Honduras, the Netherlands, South Africa, South Korea, the United Kingdom and the United States participated in the meeting to generate feedback on the review paper and to conceptualise an international programme of research on this topic. The revised paper was discussed at intergovernmental sub-regional policy workshops on the organisation and management TVET, held in Thailand, 27-31 October, 2003 and Moldova, 18-20 May 2005. The chapter identifies major issues and policy trends in TVET reforms and shows that insights from TVET research have wider significance for the future governance of education and other public services.Full text available
