Flooding is a long-lasting environmental challenge in many regions of the world. This problem has unfortunately been worsening. Given the rapid climate change, flooding is expected to aggravate even more in the foreseeable future, which has particularly adverse impacts on critical transportation facilities. It is understood that the climate crisis is destabilising the current transportation infrastructure. However, the latest Internet-of-Vehicle (IoV) communication network can potentially offer reliable solutions. In this paper, we propose an IoV framework for flood monitoring and rescue that can trigger natural disaster warning in real time. In addition to monitor flooding through existing sensors, our solution also offers alarm and on-site rescue information reporting to nearby vehicles through V2X communications and UAV survey system embedded with deep neural network to recognise human gestures in a rescue operation. The proposed UAV integrated IoV architecture includes monitoring, remote transmission, data analysis and processing modules. Specifically, we will use LoRa and DSRC communication technology to realise data transmission among sensors, data platform and vehicles. Considering the high mobility of UAV in wider area, mobile cellular network will be equipped for real-time monitoring and surveillance. A prototype system has been developed and verified by real tests.
