Grappling with globalization: transition and transformation in higher education

With the changing of global economic employment model and the new requirement of skills, the implication of higher education is changing. The top\|down investment policy for higher education which aims to the governmental and national priority is difficult to meet public felt needs. Instead, the bottom up view of policy\|making based on individual and social needs is more fit for the social reality in which the global mobility of people and jobs is increasing. The knowledge production model based on academic research could hardly work efficiently, while the model related to the bottom\|up policy\|making will benefit the developing countries' competitiveness in the international higher\|education market.
