The paper tests for the presence of policy transfers into the UK in the field of climate change, through assessing transferred policy instruments, agents of change, and knowledge utilisation. It finds that while most policies were initiated elsewhere, considerable development also took place within the country. In other terms, domestic `absorptive capacity¿ had to be created and policy formation advanced.Full text available
