This journal article is based on a paper presented at the 15th Conference of the Asian Association of Agricultural Colleges and Universities, in Nagoya, Japan, 2004. In its analysis and conclusions, it draws substantially upon an unpublished working paper researched and written by Holmes, whilst a resident fellow in the higher education and Specialized Training Unit of the International Institute for Educational Planning of UNESCO. Holmes' principle contribution is the discussion of changing missions of higher agricultural education institutions and the value, for poverty reduction, rural development and lifelong learning, of partnerships between higher agricultural education institutions and local educational institutions. Its place within the Education for Rural People (ERP) flagship partnership of the Food and Agriculture Organisation (FAO) and UNESCO (www.fao.org/sd/erp) is of international policy significance.Full text available
