Towards a broader view: structuring inquiry into CBW acquisition

This presentation introduces a structured framework for analysing how Artificial Intelligence (AI) may influence chemical and biological weapons (CBW) acquisition. It presents the “Web of Acquisition” and “AI Impact Dimensions” as framing devices that support structured, actor-sensitive inquiry across the CBW landscape. Rather than assessing risk or prescribing governance solutions, the framework helps policymakers and researchers surface assumptions, map interactions, and identify where AI may alter motivations, feasibility, or visibility. The approach aims to strengthen early-stage inquiry, inform adaptive governance, and foster shared understanding across biosecurity and anti-CBW communities.<p></p>
